First Hex Core upgrade cost decreased.
Lowering the Hex Core's first upgrade cost not only gives Viktor his first item spike earlier, it also means he doesn't have to stay in lane as long before recalling for the first time. This cost reduction carries forward to the Hex Core's second upgrade, only evening back out when Viktor completes the Perfect Hex Core.

Viktor’s first Hex-Core upgrade costs more, but the last costs less.
Like Malzahar, Viktor’s a champion whose laning phase goes from ‘careful control of the minion wave’ to ‘invalidate your opponent’s actions with god-tier waveclear’ immediately following an early Hex Core. We like how Viktor’s power progresses naturally from laning to bigger group fights, but the efficiency of Aftershock’s clearing potential almost ensures that he’s ahead of the gold-curve once he gets there. In the interest of giving his opponents a chance to catch up, we’re putting the brakes on how soon Viktor starts ramping up. He’ll still be a consistent threat in tight areas, but setting him back in lane should have a greater impact on his grand designs.

Viktor’s rise to prominence this season has ushered in a new era as the voice of evolution, terrorizing late-games and assisting many a wombo-combo. However, Viktor’s games have turned into an arms-race with few opposing mid-laners able to compete with the raw efficiency and wave-clear that his signature Hex Core brings to the Rift. Without downgrading Viktor too much, we’re refactoring his Hex-assisted power curve to better fit his ideals of evolution and provide opportunities for enemies to halt his rise to glory.
