Slightly Magical Boots give you an additional +10 Movement Speed.

In the circumstance that boots cannot be acquired (like Playing 
Cassiopeia), the rune is exchanged with 
Future's Market.
Patch History[]
Magical Footwear has become its own beast that outperforms every other option by a large margin. We're reining it in a bit so that it still stays viable for many champions, but isn't so overwhelmingly better that other runes can't be considered.

In the context of decreasing the amount of gold advantage this tree gives, moving Perfect Timing and Magical Footwear will force players to choose between them. We'll also be reducing the overall gold advantage both runes give individually.
